electric fans/pin 42 help

had wait4me tune my pcm and enable pin 42 for electric fan mod
here is what i asked for in the tune.

- 80% torque management removed
- need pcm tuned to control oem electric fans
- need pin 42 enabled to control electric fans
   nelson performance fan wiring harness
   Come on low speed at 210 off at 201
   High speed on at 220 off at 211
- need a great tune for 93 octane for maximum horse power and MPG
- firmer shifts
stock thermostat

According to nelson performance one fan is supposed to come on hi speed when the a/c is on.
when the turn on temp is reached in the pcm the other fan will come on hi.
with the a/c off the both fans will come on low when the turn on temp is reached.

my issue is both fans will come on high when the ac is on.
when the a/c cycles off the fans will run low then back high when the a/c comes on again.
when i turn the a/c off both fans are off.

Can someone tell me what is going with the fans, why do they go low when the a/c cycles off?
